Utah wildfire smoke can move during a wash shift. Build in an air-quality recheck

New federal worker guidance and Utah's active fire season make smoke a dispatch input. The cited sources support repeated monitoring and lower-exposure work choices; they do not establish one statewide AQI stop-work number.

The August OSHA answer is guidance, not a new smoke standard

In its August 20 QuickTakes newsletter, federal OSHA answered how employers can protect outdoor workers when wildfires affect air quality. OSHA said it does not have a specific federal standard for wildfire-smoke exposure and instead identified the General Duty Clause, air-quality monitoring, smoke-free breaks, cleaner indoor space where feasible, and the rules that accompany voluntary respirator use.

That publication did not create a national AQI trigger, a Utah stop-work order, or a pressure-washing-specific rule. It is still an important planning signal: smoke is a changing workplace exposure that belongs in the worksite hazard assessment rather than only in a weather conversation with the customer.

Utah operates an OSHA-approved State Plan. UOSH says occupational safety and health in the state falls under the Utah Labor Commission and that Utah law gives it authority over workplaces free of recognized hazards. A Utah employer should use UOSH's current standards and consultation resources when deciding how federal guidance applies to its own crew and program.

Utah's fire total is context; the job-site reading is the decision input

The Utah Division of Water Resources reported on August 27 that 1,028 wildfires had burned more than 553,150 acres in the state during 2026 and that wildfire activity remained significant. Those figures describe the season at that publication date. They do not show what a crew is breathing at a particular address, elevation, or hour.

Utah's Division of Air Quality says wildfire smoke can travel far and conditions can change in real time. Its Utah monitoring site posts hourly current conditions for 12 counties—Box Elder, Cache, Carbon, Davis, Duchesne, Iron, Salt Lake, Tooele, Uintah, Utah, Washington, and Weber—along with a three-day forecast and pollutant trends. A job outside that coverage, or between monitors, may need another authoritative local reading such as EPA's Fire and Smoke Map plus an on-site observation.

Keep the data layers separate. A drought declaration or active wildfire is not itself an air-quality reading; a county monitor is not a measurement at every property; and a forecast is not proof that conditions stayed the same after the truck arrived.

Check before dispatch, at arrival, and when conditions move

NIOSH's July worker guidance recommends frequent air-quality monitoring and notes that smoke composition and concentration can change quickly with weather, fire behavior, and what is burning. Exterior cleaning can also involve sustained physical work, which NIOSH identifies as a factor that can increase breathing rate and exposure.

A usable field record can capture the job location, source checked, check time, current AQI or PM2.5 information when available, observed visibility or smoke, work intensity, planned controls, and who can pause or change the assignment. Recheck when smoke becomes visible or denser, the smell or wind changes, workers report symptoms, an alert arrives, or the crew moves to another service area.

Do not convert one remembered color category into a universal company answer without reviewing the source, the workers, the task, and current UOSH requirements. The purpose of a trigger is to start a defined decision—not to replace the hazard assessment.

Change the work before treating a mask as the whole plan

NIOSH lists relocating or rescheduling tasks, reducing strenuous activity, taking frequent breaks in smoke-free places, and moving duties indoors or to a lower-exposure location when possible. For a mobile cleaning company, that can mean swapping route order, moving detail or administrative work to a cleaner period, shortening a high-exertion block, or postponing a site rather than asking the crew to push through worsening smoke.

Smoke and heat controls need to work together. NIOSH cautions that wearing a respirator during hot or physically active work can increase heat-illness risk. A wet surface, evaporative spray, or cooler morning start does not remove either exposure; review workload, weather, breaks, and emergency communication as one shift plan.

A filtering facepiece such as an N95 can reduce exposure to airborne particles when correctly selected and used, but NIOSH says it does not protect against gases such as carbon monoxide. Required respirator use must be handled through the applicable respiratory-protection program, and voluntary use has its own employer requirements. Do not improvise a mandatory mask rule or present a respirator as permission to continue every job.

Put the smoke decision where the route can actually change

  • Assign one person to check the Utah DAQ monitor or another authoritative local source before dispatch and record the source, location, time, and reading—not only a screenshot with no context.
  • Brief the crew on the planned work intensity, lower-exposure break location, symptoms or condition changes to report, and who has authority to pause, reschedule, or relocate the work.
  • Recheck at arrival and during the shift when conditions change. Keep the customer update factual: the crew is responding to current worker exposure and site conditions, not claiming a statewide ban.
  • Use scheduling, task reduction, relocation, and smoke-free breaks where feasible before relying on personal protective equipment as the only control.
  • If respirators are required or allowed, verify the current UOSH and respiratory-protection requirements, the equipment's approval and limitations, the effect of facial hair and fit, and the added heat burden before field use.
  • After the shift, retain the readings, decisions, control changes, worker reports, and schedule outcome with the job-safety record so the next smoky-day plan starts with evidence rather than memory.
