Read the order before repeating the headline
Executive Order 2026-02 declared a drought emergency on May 21, activated Utah's Emergency Operations Plan, and directed the Drought Response Committee to review needs and coordinate agencies. It also recommended that affected cities and counties consider restriction plans.
The order's initial 30-day period ended June 20. Utah law requires legislative action for a state of emergency to continue beyond that window. Treat the May order as dated context—not proof that emergency powers remain current or that a job is approved—and verify any extension plus the rule that applies to the address and water source.
Conditions can move faster than a saved estimate
The Division of Water Resources' June update reported earlier runoff, drying soils, and reservoir storage below the normal level for that point in the season. It also stressed that conditions vary by basin. A quote prepared weeks before work may therefore carry a stale assumption about water availability or public expectations.
Add a dispatch-stage check even when estimating already captured the address. Confirm the serving utility or water system, review its current notices, and document the time and source of the check.
Use a five-line dispatch record
- Job address and serving water supplier.
- Current restriction or advisory, with the source URL and check time.
- Expected water source and a realistic use range for the planned method.
- Containment, recovery, and disposal plan for the soils at that site.
- Customer-approved change if timing, method, or scope differs from the quote.
Be specific with customers
Avoid vague promises that a method is “waterless,” “drought approved,” or always exempt. State what the crew expects to use, what can change after a test, and which local requirement will be checked before mobilization.
A clear water plan is useful even when no restriction applies. It helps the company schedule responsibly, defend the chosen process, and avoid turning a statewide drought headline into an unsupported compliance claim.
